Dynamic Coalitions form when multiple independent partners come together to collaborate towards a common goal. They typically form opportunistically in response to a pressing need, such as to mitigate the results of a disaster, or to take advantage of a business opportunity. Characteristics of these coalitions include high tempo of change of partners, heterogeneity of partners and limited and differential trust between partners. The ability of coalitions to function effectively in the presence of limited trust amongst partners is at the cornerstone of modern multi-agency strategy for emergency response. The project will propose a novel solution based on combining formal privacy policy design with provenance metadata, and will be based on the emerging W3C standard data model for provenance (PROV).
