The primary aim of this research was to provide the provincial level policy makers with fresh ideas in making their regional strategy.  The objective was to explore innovative international thinking and best practice in regional development policy and indicate its relevance for Henan in China.  Specifically, it undertook a review in the areas of land use policy, industrial policy, housing policy, and social service, employment and social security policy for Henan province for its strategic planning and urbanisation policy making.
