Abstract: Miller claims his connection theory may prove illuminating by highlighting the complexity of attributing remedial responsibility in order to relieve suffering around the globe. I appreciate his exploratory investigation of how we can begin to think about remedial responsibility amongst states. Nevertheless, I believe that his discussion raises more questions that it answers.
