ISS provides a MySQL database service which can be used by users who have registered for web publishing purposes. Details of this and links to an application can be found here:

In the majority of cases MySQL is the best option for web publishing purposes.
In addition to this, ISS provides a centrally-managed, highly resilient Microsoft SQL database hosting service. The service is used in the main by University software developers writing business-critical web applications using .Net development tools. In addition to database hosting, the Central SQL service offers a range of Business Intelligence tools, including Integration Services and Reporting Services; and options for data encryption. Again, these services are available for use, at no cost, by any member of the University who has a specific need for them. It should be noted, however, that users of the SQL service are expected to be technically-able and knowledgeable enough to use the service with minimal input from ISS.
