• Right click on the desktop and choose Personalize

This brings up the Personalization choices.

• Click on Window Color  at the bottom of this pane:

Window Color and Appearance is shown:

• Click Advanced Appearance Settings… 

The Window Color and Appearance dialog box opens:

• Use the drop down next to Item:  to select Window.
• Click on the drop down by Colour 1:

• Click Other

This brings up the Color dialog

• Select one of the Basic colors
• Use the vertical slider to choose a shade of this colour
• Click Add to Custom Colors
• Click OK, then Apply
