Green Papers
The first of these appeared in 1967. They have green covers
and were defined by the Secretary of State for Economic
Affairs as statements `not of policy already determined,
but of propositions put before the whole nation for discussion'.
They are catalogued individually except those issued as
Command Papers which are treated like other Command
Papers and located at Parliamentary
Papers.
