White Papers

The name `White Papers' derives from the fact that they were not sufficiently thick to require protective covers. Sir Harold Wilson, when Prime Minister, defined them as indicating `the broad lines of legislation the Government intend to introduce, and, very often, of executive action that will be taken'. They are issued as Parliamentary Papers and not catalogued unless there is a second copy in the main Dewey sequence. They can be traced in the same way as other parliamentary papers and there are computer produced lists on Level 4 of recent Green and White papers.
