The Health and Social Care Act 2012 legislates for the abolition of universal healthcare, break up and privatisation of the NHS, and devolution of healthcare functions. Transformation plans impose cuts, hospital and service closures, withdrawal of entitlement to care, and a shift to US-style accountable care organisations. The NHS Reinstatement Bill is a response.
