The aim of this module is to provide students with an understanding of how food policy is formulated and implemented as well as what is its impact on consumers and businesses.

After successful completion of this module, students should have acquired an appreciation of:

•       The importance of food policy modern societies
•       The links between food policy and food security
•       The institutions that govern food policy
•       The difference between agriculture and food policy
•       The economic concepts and frameworks relevant to food policy
•       The food policy instruments
•       How different policy options are designed and evaluated
•       The impact of food policies in business and consumer choices

Outline Of Syllabus

i)       Introduction and context

The module starts with an introduction to food policy. The first three classes cover:

•       What is food policy?
•       The Nature and Scope of Food Policy
•       Agricultural policy

ii)       Economic foundations and tools for food policy

In this section of the module we introduce economic frameworks used to assess policies, namely benefit cost analysis. Relevant lectures:

•       Introduction to welfare and policy analysis
•       Economic tools for policy assessment

iii)       Food policy instruments and Policy evaluation

Governments have a several options to guide food policy. This section of the module will cover some of these options. Relevant lectures:
•       Food quality standards
•       Food taxes and subsidies
•       Food safety and nutrition
•       Evaluating food policies: Principles and practice

iv)       Current issues

This section of the module aims to discuss current issues of food policy. We will have two tutorials addressing contemporary issues, for example:
•       Tackling obesity: the role of nutritional labelling policies
•       Food security and trade policy: GM products and Trade

NB. The last section of the module is only indicative as each year the topics may change.

Teaching Rationale And Relationship

Formal lectures provide a theoretical framework for confronting contemporary food policy issues. These will be supplemented by tutorials based upon guided readings. Private study focuses on set reading to enhance students understanding of the issues discussed in lectures and for preparation of the assessments.

Assessment Rationale And Relationship

The examination assessment method will test written comunication, knowledge, the application of module material, and problem solving skills. Interpersonal communication is encouraged through tutorial discussions.

The essay will allow students to critically analyse a food policy issue of their choice.
