Aims

1. To introduce students to the grand challenges, the process of policy formulation, stakeholder engagement and policy evaluation, using appropriate and relevant case studies from the UK, Europe and Worldwide.
2. To introduce students to key policy documents and legislation relevant to transport at the local, national and international level in areas such as planning, policy and finance; alternative transport modes; environmental issues; health and safety; and energy and fuels.
3. To introduce transport planning in National, Regional and Local contexts
4. To introduce how to implement Smarter Choices and sustainable transport concepts with some real world examples with attention to developed and developing countries,
5. To provide an understanding and appreciation as to how policies and their implementation are appraised and evaluated through WebTag and other mechanisms.
6. To generate discussion about Travel Plan Process and how these plans can be implemented in reality - taking into account behavior and organizational considerations.

Outline Of Syllabus

Grand challenges, the historical context and the need for transport policy; future targets for climate change and decarbonization; how to formulate policy and the key processes involved; gathering information for evidence- based policy making; stakeholder engagement; understanding public attitudes and policy acceptance; this will include case studies of policy formulation from the UK, Europe and Worldwide; A consideration of Sustainable development and the wider UN SDG’s is introduced. Elements of Travel planning; Transport Assessment, Sustainable travel choices (Walking, cycling, Public transport (PT)). With external experts from National/regional Government and through examples of Local Authority Initiatives we look at how policy and planning are used to improve air quality; influence travel choices (through PT ticketing/price incentives; Bus branding and route planning, PT Marketing and information to ‘nudge’ choices. We introduce the idea of travel plans and also how travel schemes are evaluated for funding through WebTag. We also introduce how Mobility Management is tackled in Developed and Developing countries). Finally we look what should be considered when making transport systems and services accessible and age-friendly.

indicated in each point. By the end of the module a student will be able to:
1.Understand the complex set of relationships between transport, planning and the policy environment (M2, M4, M5 and M6);
2. Have an appreciation of how transport systems are planned, bid for and financed and the evaluation processes involved (M6 and M7)
3. Recognize the wider context of transport planning and policy in terms of societal needs and benefits, ethics and the role transport can play in levelling up (M4, M7, M8 and M11)
4. Critically assess transport plans and develop and propose improvements (M7, M11, M115 and M17)
5. Identify, develop and propose a high-level solution to a major Transport Challenge from the students own country (M5, M7, M11, M17 and M18)

Teaching Rationale And Relationship

Specialist knowledge, understanding and skills are primarily imparted via lectures. Students carry out travel planning activities to reinforce these skills. In addition to the formal lectures, field visits, workshops and several guest lectures will be included to cover the practical implementation of transport plans.

The coursework (a report on Travel Plan Activity) examines the students' decision making skills using a real-world case study. The Grand Challenge activity is to use the knowledge they have gained to design and present a grand challenge to politicians and planners
