Hiromitsu Mori
About me
I am a professional engineer and urban practitioner with nearly three decades of experience in land readjustment and transport-oriented urban projects in Japan and Indonesia.
Currently, I'm pursuing doctoral research at Newcastle University on institutional frameworks and governance for Transit-Oriented Development (TOD).
My career combines practical project management, international cooperation as a JICA expert, and academic research, with a focus on how integrated planning and governance can promote sustainable metropolitan development.
Project Title
How could the policies, coordination mechanisms and planning processes for promoting TOD in Global South (Jakarta, Indonesia) be strengthened? - Based on comparative analysis of TOD promotion in Global South and Global North
Project Description
My research project investigates governance and institutional frameworks for implementing TOD in Jakarta, Indonesia.
Using comparative analysis with international experiences and stakeholder interviews, it examines how coordination mechanisms and strategic planning tools can strengthen TOD delivery, offering policy insights relevant to rapidly urbanizing regions worldwide.
Abstract
My research project examines how policies, coordination mechanisms, and planning processes for TOD can be strengthened in the Jakarta Metropolitan Area, Indonesia, with broader relevance for developing countries facing similar urban challenges.
TOD offers significant potential to achieve sustainable, transit-integrated urban growth, yet its implementation in many developing contexts is constrained by institutional fragmentation, governance barriers, and limited coordination among stakeholders.
The study will assess Jakarta’s current TOD governance framework and compare it with experiences from the UK, Europe, South America and Japan. It will build on my professional involvement in the Jakarta Metropolitan Area Urban Transport Policy Integration Project (JUTPI3) and apply academic frameworks on network governance (Provan & Kenis, 2008) and strategic planning tools for TOD (Curtis, 2009).
